Selecting All Objects Only On A Single Layer?

Just a quick question

So say i want to animate water, which creates a huge amount of objects for a scene with the only way to change the size of the water is to select all and manually expand it. The issue is is that this can be a pain if you have multiple objects as you have to lock everything else so that it does not also increase size as to my understanding you cannot isolate items on a layer (i mean you cannot put objects on a layer, go to another layer, select all and exude the object on the other layer) I was wondering if there is a method of going around this that i might have missed

Any help is much appreciated

First lock all layers except the one you want to select, then drag-select everything. This will only select the items on the enabled layer.
