how does weight painting work?

I've been trying to use weight painting and i paint in figure mode but when i go into scene mode i manipulate the bones but the mesh does not change at all
please help me

The figure doesn't change in realtime with painted weights for some reason. But if you keyframe moving the bones, you should be able to  move too another frame then back too the original and the figure should have moved.  If that doesn't work, feel free to send me your file and I'll take a look at what you're doing wrong.
