For hair, since anim8or doesn't have a particle system, you're best off using flat planes for hair, and using transmaps.
http://www.acolytes-of-art.com/mp3d/pictures/lowpoly/  You can use this method, but for hair with your own transmap, or you may be able to find basic transmaps on the web, such as

There is also a script for making planes with this texture applied, you can find the script at the bottom of this page

ya pretty much or the hair goes in his head and makes her look look like she has a toumber - or how ever you spell it

Yes, something like that.  But what you'd want to add next is a transmap that would make the hair on the edges look like hair instead of a solid edge.  So that there are a few gaps where hair is sticking out.
