In my opinion I'd say skills and knowledge.  Some people may be very knowledgeable about the program, but not necessarily have an artistic talent, and some people may be able to skillfully use the program but not really know what they're doing, etc.
I wouldn't count time using the program though, because someone could still be considered a "noob" after using the program for a few years.  It depends if you improve your knowledge and skill in my opinion.  Though normally, the time you use the program corresponds with these two.

Thank you. I'm doing the render of the first 12 sec of animation to night. I have an old PC so it may take some time and I will let it run overnight.

im sorry if this isnt what you are asking about and i'm not sure what the problem occuring is.if you mean visible click on the lower left corner of the figure menu that shows a bone on it and for the texture look in the upper  area with the four circles.um...again if you were a tad bit more specific i could probably help alot more.

i think he means to ask where to acces the skeleton mode, you just click on mode at the top left and click figure

for the materials, in the toolbar just above the viewing screen there is an option that looks like 4 black dots, this will show you the materials toolbar
