I think for some reason you have to add a light, then the scene tones down...

Tried that and the lights change and bottom shows quite bright

the ground doesn't effect it. :o

There are still a couple of glitches to fix I see.  The built in ground object is letting light leak through somehow and the default lighting isn't affected by the Global Intensity setting.  I'll look into it.
