I'm fairly new to using anim8or and I'm wondering if I'm missing a step when I apply materials using bumpmaps. Every time I put on a material, I'll get one side that looks like it's supposed to and then I'll either have sides where I'm getting stripes or sides where the texture completely misses it.

Depending on what object you are putting a texture on you can do one of two things;
1. if your object is something resembling a cube, you can put the texture on each of the sides, by selecting the face in point mode and apply texture
2. if your object is more complex, then you should export it as an *.obj file and open it in UVMapper basic (or similar) and make a texture map which you then can paint in any paint program and then apply to your object in Anim8or.
Your bump map will follow suit.

if you're using a primitive, then you might have to do a Convert to Mesh before you can select faces to apply textures; i seem to remember that last time i tried, i couldn't select individual faces in an unconverted primitive. (somebody correct me if it is actually possible?)

Adding to what Lynn said, you might also like to try Lithunwrap
As for painting, Photoshop is recommended, but many also use GIMP.
