I am back with more news. I was making New Year animation and when I created morph target with "o" mouth, character's arm for some reason glitched. This isn't the first time.

It looks like there are one or more vertices that aren't assigned to the correct bone. I can't tell for sure form these photos.

No, it isn't because of bad rigging, it happened only when I created "o" mouth morph target.

 It really does look like that 'somehow' those vertices are no longer being influenced by the arm. (or hand/wrist).
 If you've used painted weights you should have a really CLOSE look at the colors of the points in that area.
 Have you tried repainting those vertices that are affected?
