How do I create textures? I have this texture. It is good,but I would like it to be black on a brown background. Instead of white on black.

Since your question was HOW to create (edit/alter) textures, not that you wanted someone else to do it, I recommend you look into something like IrfanView or XnView, both of which you can find for free.

Sorry, I missed the point. I used Gimp to swap the colors in your image, but as RudySchneider said, you could use IrfanView or XnView just as easily.
One simple way to create a texture is to take a photo with a digital camera, and then open it in a photo editor to adjust it as required. A really good program for hand-painting textures is Krita, a free program that you can download here:https://krita.org/download/ (https://krita.org/download/). My Paint is another good free program. I think what you need to know is all about image editing.
There are many free applications out there that you can use to do this.
Gimp and paint.net are two that you can download for free (I don't really recommend paint.net),
as well as paid software like
Fireworks and Photoshop (also not recommended).
They all pretty much work the same as they are all based around the same principal but with different interfaces.

My paint is more for painting and drawing rather than image manipulation. I think the op is looking for more of a bitmap editor.

You are correct, Cooldude234, My Paint is not a bitmap editor. Neither is Krita. I just wanted to present a range of options for making textures.
Another bitmap editor that is worth considering is Photoscape. It's somewhat limited but very easy to use.
