I'm trying to submit ideas to the TF2 Workshop. Is Anim8tor good for that? Please respond with advice.

In a word: yes. However, depending on what file formats are accepted by TF2, you may need to use a third-party file converter.

thanks, I can do third party file converter. Do you know of any tutorials for basic shape making? What all the tools do? etc.

You can search Youtube (http://www.youtube.com/results?search_query=anim8or+tutorial), they have a decent collection of Anim8or tutorials.
Otherwise take a look at the manual (http://anim8or.com/manual/index.html).
If you have questions, search these forums (http://www.anim8or.com/smf/index.php?action=search). Can't find an answer? Ask in the General Anim8or Board.

Anim8or exports models to .an8, .obj, and .3ds (and other formats--check the ASL Scripts Database (http://www.anim8or.com/smf/index.php?topic=1705.0). You will have to find a tool that will convert from one of those formats into whatever format it is that TF2 takes. There are plenty out there. If FBX, try Autodesk's FBX converter.
You'll have to do your own research on TF2-specific details.
