So, how to create them? I know there is Terranim8or, but the techniqe it uses is based on the fog which work only with scanline renderer and not the ART. The closest I could get to the desired result is a very huge plain and Anim8or crashs when it come to render. And I mean the cloudy field, like those we can see from an airplane when looking down.

http://www.anim8or.com/smf/index.php?topic=3186.60 check this thing I made, Idk if it'll work for your purposes but get a transmap of a cloud and layer it. for the 'looking down' effect, you might tilt them and differentiate (bad spelling) the height.

I tried to made clouds once and I must say it's pretty hard to get the result you are showing. You can come close to it using transmaps and a small program called grassgen.
Starbuck once wrote a tutorial in dotAN8 (http://www.dotan8.com/html/issues.html) to use the program to make a forest. You can use the same to technic with on a sphere or plane with a cloud texture.

Hm, didn't find it. Downloaded the program but can't run it. The command panel pops up and sais something about ini filename.

Ye the program gives alot of errors. You can orcourse also make it manually by duplicating the sphere alot of times.

When you are saying "duplicating the sphere a lot af times", exactly how many times do you mean... a million ?!! :D

This suggestion might depends on what you're doing but I think you should use some video editing software and add some cloud effects.

I just make a plane facing forward with transmap of a cloud, and set the object to face the camera

A transmap or transparency map is a texture you apply to the trans value of a material. It controls the amout of transparency of the material. Using a transmap you can give an object different transparency value using only one material. This is very helpfull if you want to make more complex object without having to model it in detail, like hair, grass, leafs or clouds.
A transmap is most of the time a black and white (or greyscale) image. The white will visible, the black transparent.

This might help. I've included the textures needed. It just makes huge cumulus clouds but I'm sure you can use the same methods for flat areas of clouds. I did use Terranim8or for this but it doesn't need the fog effect as these are 3d clouds made with heightfields. PM me your email address and I'll send the files. Even compressed as a RAR file, it's too large to post here or on my Google Site.
