I've been working on the sequences for my animation, but the animation for the running cycle was made too slow. Too much space between Key Frames pretty much. Is there any way I can move Key Frames around without having to redo my whole sequence? like, moving a Key Frame dot back a couple spaces?

I have not worked on animations and don't now if there's something like key frame mooving button , but you can copy the key frame and paste it wherever you like and just delete the old one.:P

oh really? I did not know that! once I figure it out, that will be very helpful!

Select the single frame (should be selected in white) and you can press ctrl+c to copy or ctrl+x to cut and ctrl+v to past where you want. You can do this with blocks of frames as well. Also, know that in scene mode, the actual speed may lag. You need to render to see the real speed of the animation (also, the fps or frames per second matters for how fast the animation moves, and it can be changed to what you want.)

you can also delete and/or add frames.
In scene and sequence these options are 'edit -> frames ...
To select more than 1 frame, click the 1st frame of your selection , hold down 'shift' and click the last frame of your selection.

ok, I tried selecting the frame, but it won't turn white to let me copy. is there a button I have to select it with? I clicked once, I tried double-clicking, right-clicking, even with the key button on. how do i get it to select it?

To select 1 key, select the corresponding name down the left side of the timetrack.
We are your friends, but so is the manual. :)
Its worth a look in there. ;)

ok, I got it to select, and copied and everything! and I looked through the manual, but now for some reason it stopped copying after a few times, I don't know what happened there
