Is it possible to key frame modifiers?

No... You have to use bones (http://www.anim8or.com/manual/5_figure_editor.html) or Morph targets (http://www.anim8or.com/manual/3_object_editor.html#morph_targets), it depends on the kind of animation you want to do.
I would use bones to simulate "bend" and "twister" modifiers and morph targets for "curvature", "skew" and "taper".

A modifier is applied to a wireframe, and once applied the modifier itself is gone, leaving the modified wireframe.  I assume a modifier can be used to create a morph object, which can be key framed, but I have not actually tried this so I would suggest a bit of experimentation.

Yes, you can use a modifier to create a morph target (I've just tried it :))

yep, and you can scale and rotate the points as well as just moving them up and down.

and you can morph from one extruded spline to another with morph envy
