What is the best way to make something look translucent?

go to the materials editor, and in the transparency box (see pic), enter a value greater than 0 (0 = completely seethrough) but less than 1 (1 = opaque).
if you want your object to be more seethrough in some places than others, you can use a transparency map (called a 'trans map' for short), where lighter areas of the map will correspond to more opaque parts of the model, and darker ones correspond to more transparent parts of the model. (at least i think it's that way round...)

It looks even better if you go to attributes and click new. Type in 'class' and go to string. Type in 'transparent'. Then make a new one called 'IOR' and put a value like 1.5 (glass) and render it with the Raytracer. This is what it looks like.
