It really depends on what you want.
The best way to do it though, is study the real proportions of the human head first, then simplify and exaggerate it to your desire.

From what you have stated that's the best advice I can give. Maybe give a more detailed question?

I don't think that's what the poster is asking.
And, I don't mean ones from little kid cartoons

I suggest you look into a program I use called "Make Human" from makehuman.org these models can be saved as obj and imported to Anim8or. Remove the unwanted body and make the eyes about 2.5 times bigger, small to no nose and tiny mouth for anime features.

You could try this example, should you want to do it from scratch.

Wacky blend. Nice link  ;D.
OkamiCage .That link is a good start. I'm still using characters built from that tut before it became a video.
(my avatar for example). I found, when building from scratch, that starting with a sphere was a good simple way of getting pretty decent results. Using premade models is ok if you're happy doing that, but theres nothing quite like making your own from the beginning.
 Nice.  :)

Yea but the original poster(op) was asking for a good anime character. Not one
Quote
from little kid cartoons.
So they are looking for a good character, which could mean anything, but they state not ones from kids cartoons. Which still leaves the question very vague. I still think the op is asking for something more realistic than that of a kids cartoon.
Anime = animation in Japanese = Japanese animation
so the op is asking for non kid-like Japanese animation not cartoons.
Maybe something more traditional like
