the button is clickable and when i click it the rootbone turns red. just wondering if it works or not. i know steve is working on it. but i dont know how, if at all, workable it is now.

if it does work i dont know how to use it. and in the manual it just says its unclickable.

It is not implemented yet, as far as I know (though I haven't actually tried to use it since the manual says it isn't ready yet).  I am sure once it is ready Steve will let us know how to use it.

It some sort of works... You can click on the the button and you can move bones around, but it doesn't set any keyframes. So you can't use it to make an animation. It's fun playing around with it, but you can't do anything else with it.
