I go to create just a simple ball scene but when I click play the scene moves a lot faster than the three seconds. Why does it moves so fast and also how do I make it to were I have more frames than just 3 seconds. Please reply.

You can change the frame rate in: view -> Preferences (Bottom)

And as far as how many frames you have, click on Settings > Scene..., and enter the number of frames you want in "Length."  The Scene Editor only shows 72 frames at a time, but you can "slide" the time-line by double-clicking on it and and then pressing the left- or right-arrow key.

The issue may be that you didn't limit the playback.  To do this, go "view>preferences" and check the limit playback box.  It is possible for it to run slower (if there are too many poly in the scene for the computer to handle), but it will limit it so that it doesn't run too fast as you say it is.
