No... You have to use bones or Morph targets, it depends on the kind of animation you want to do.
I would use bones to simulate "bend" and "twister" modifiers and morph targets for "curvature", "skew" and "taper".

A modifier is applied to a wireframe, and once applied the modifier itself is gone, leaving the modified wireframe.  I assume a modifier can be used to create a morph object, which can be key framed, but I have not actually tried this so I would suggest a bit of experimentation.

Yes, you can use a modifier to create a morph target (I've just tried it :))

yep, and you can scale and rotate the points as well as just moving them up and down.
