You haven't described the problem well, as in where are you up to?

But I'm guessing you made one of the following mistakes:
1. You didn't make the sphere a mesh (Build->Convert to Mesh)
2. The sphere isn't in the center of the modifier (move the sphere around and scale the modifier to get it to fit)
3. You haven't set the modifier to bind to the sphere (select both Build->Modifiers->Bind Modifiers)

You should read the manual and the tutorials carefully, you'll find your answer there a lot faster, or you wont have a question in the first place as you'll already know everything. :D

Maybe you need to scale your modifier so that it completely covers the sphere.  I just went through these steps with no trouble:

1. Add sphere
2. Convert sphere to mesh (Build --> Convert to Mesh)
3. Add modifier over sphere; set to taper
4. [non-uniform] Scale modifier to completely cover sphere
5. Drag Select both; Build --> Modifiers --> Bind Modifier
6. Double-click on modifier and select taper setting
7. Build --> Modifiers --> Effect Modifier
8. Build --> Convert to Subdivided (to make it really smooth)

[Edit] I added a ZIP with AN8 files that demo each of the steps above.
